Spring Fellowship

Our lodge improved by 12 Ordeal and 4 Brotherhood members, with 67 total in attendance.  We completed many projects around Camp Warren Levis.  A BIG 'thank you' to all who took part.


Bylaws

MISSION:  The mission of this lodge is to achieve the purpose of the Order of the Arrow as an integral part of the Boy Scouts of America in the council through positive youth leadership under the guidance of selected capable adults.

 

Section I - Name and Affiliations

  1. The name of this lodge will be KISHKAKON LODGE meaning "They who make Trails",  Trails West Council, number 112, Boy Scouts of America, and shall be under the supervision of the council camping or Boy Scout committee and the administrative authority of the Scout Executive.
  2. The Lodge number will be assigned by the National Committee.
  3. The Lodge and its members will uphold any and all policies assigned by the Boy Scouts of America and will acknowledge the responsibilities required by a lodge in the Order of the Arrow.
  4. An ACTIVE VOTING MEMBER is defined as:
    1. Currently registered in Scouting, in the Trails West Council.
    2. Be a member in Good Standing in the Lodge.
      1. Dues paid.
      2. Registered in Kishkakon Lodge.
    3. Under the age of 21 years.

Section II - Officers and the Lodge Executive Committee (LEC)

  1. The Lodge officers shall be the Chief, Vice-Chief of Administration, Vice-Chief of Program, Secretary, and Treasurer.  These elected officers must be younger than 21 during their entire term of office.
  2. The committees that will operate in the Lodge are the following:
    1. The Administration Committees under the direction of the Vice-Chief of Administration being Elections, Camp Promotions, Awards, and Troop Representatives.
    2. The Program Committees under the supervision of the Vice-Chief of Program being Ceremonies, Activities, Service, and Elangomats.
    3. The Secretarial Committees under the direction of the Secretary being the Internet and Publications Committees.
    4. The Treasury Committees under the supervision of the Treasurer being Fund Raising Committee.
  3. Each committee will have one declared chairman.
  4. The lodge executive committee shall be composed of the elected lodge officers, immediate past lodge chief, lodge operating committee chairmen, lodge advisor, lodge staff advisor and Scout Executive.  The Lodge Executive Committee, herein referred to as the LEC.
  5. Henceforth the term Lodge Advisor will also include the Lodge Associate Advisor(s).

Section III - Officer Responsibility

  1. The Chief, Vice Chiefs, Secretary, and Treasurer shall fulfill the duties assigned to them in these Bylaws, the current Order of the Arrow Handbook, and the Guide for Officers and Advisors.
  2. The Lodge Chief is the presiding officer at all lodge events and lodge meetings.  The Chief has the right to direct the other officers and members in their duties and responsibilities.  The Chief shall have the right to sign a waiver for any Boy Scout Troop in the council allowing the call-out of Scouts from that troop at another council's camping facilities.  He will sign a waiver for units that have registered at and attended a Trails West Council Camp within the past year.
  3. In the Chief's absence he will appoint one of the Vice Chiefs to the duties of the Chief.
  4. The Vice Chief of Administration will be responsible for the committees listed under administration and oversee the committee actions through the chairman of those committees.
  5. The Vice Chief of Program will be responsible for the committees listed under program and oversee the committee actions through the chairman of those committees.
  6. The Lodge Secretary will be responsible for the committees listed under secretarial and oversee the committee actions through the chairman of those committees.
  7. The Lodge Treasurer will be responsible for the committees listed under treasury and oversee the committee actions through the chairman of those committees.
  8. All officers, chairmen and advisers of the LEC will be responsible for any additional responsibilities assigned to them by the Lodge Chief.

Section IV - Advisor Responsibilities

  1. All Advisors shall attend all regularly scheduled Lodge Events.
  2. All Advisors will follow the LEC attendance policy.  An absence may be excused by the Chief.
  3. There will be a Lodge review during the month of December each year incorporating Key-3, and present officers, at which time the written opinions will be submitted to the Supreme Chief of the Fire.

Section V - Lodge Meetings

  1. Lodge Executive meetings will be held on the third Tuesday of each month, excluding June and July.
  2. The Lodge Chief has the right to declare any additional LEC meetings as needed.
  3. All LEC members are required to attend all regularly scheduled LEC meetings unless excused by the Lodge Chief.
  4. Two unexcused absences of any member of the LEC will result in the immediate dismissal of that member from his office.
  5. All officers, chairmen and the immediate Past Lodge Chief, provided at the time of voting he is under the age of twenty-one (21), in attendance of the LEC meeting will have one equal vote and only youth members of the LEC may vote on LEC business.
  6. Each voting member of the LEC if holding more than one position/office shall have only one equal vote.
  7. Only LEC members may bring business before the LEC unless called upon by the Lodge Chief or presiding officer.
  8. The Lodge Meeting shall operate under the direction of the Lodge Chief, or his appointed representative, and shall operate under basic rules of parliamentary procedure.
  9. All LEC members at LEC meetings, which will begin with the Obligation and end with the OA song, are expected to be well groomed and wear the proper Boy Scout uniform with OA sash.
  10. Items needing immediate attention during off-meeting months or between scheduled LEC meetings shall be decided by the Lodge Chief with approval by the Lodge Adviser and a consensus of LEC members that are available and contacted by the Chief.
  11. Any Lodge member is welcome to attend LEC meetings as an observer, but he may not vote nor may he bring business before the meeting unless called upon by the Lodge Chief or presiding officer.
  12. The Lodge Advisor, Lodge Associate Advisor, Staff Advisor or Scout Executive, must be present before a meeting may be held at which buisness is conducted.

Section VI - Committees

  1. Committee Chairmen will be appointed by the Lodge Chief after approval of the Lodge Advisor.
  2. Committee size will be determined by the need of the committee but not a number too large or small to adequately fill the committee's responsibilities.
  3. Each committee and officer will have at least one adult advisor determined by the Lodge Adviser with the approval of the Lodge Chief and the Staff Adviser consistent with national policies.
  4. Committees will meet an appropriate number of times as required by their task or at the request of their respective officer or by request of the Chief.

Section VII - Lodge Activities

  1. The Lodge will hold a minimum of three activities a year, including the Spring Fellowship, Fall Reunion and the Winter Banquet. (One event may be excluded in the event of a conclave, section, regional, or national event.)
  2. All activities will have a budget and an agenda approved by the LEC prior to the event.  There will be a requirement of approval of an event's budget and agenda at least two regularly scheduled LEC meetings in advance.

Section VIII - Elections

  1. The term of office for all officers will be one year.  Offices being assumed at the Fall Reunion and terminated at the following Fall Reunion.
  2. Nominations for the Chief/Vice Chief will be done by petition, which must be signed by ten (10) active voting members of Kishkakon Lodge.  The petition must be submitted to the Lodge Advisor/Staff Advisor at the latest 30 days before the election for verification of the signatories thereon.  The Lodge Secretary shall provide a uniform petitionfor use.  All candidates for the positions of Chief/Vice Chief will be interviewed and approved by the Lodge Advisor and Staff Advisor.
  3. Nominations for all other elected positions will be by voice on the floor, and seconded, at the time and place of the election.
  4. The youth Arrowmen under the age of 21 years old, of the Lodge present at the Spring Fellowship or Special Meeting will elect the Lodge Officers for the coming year.
  5. In this period of time between election at the Spring Fellowship and assumption of office at the Fall Reunion, the officer-elect shall serve an internship period with their respective officer to learn their job more effectively.  They shall complete Lodge Officer Training before they take office.  They will develop a plan for the next years Lodge events.  This plan shall include dates of activities, reserving of facilities, and deadlines for planning each event.
  6. To be eligible for election the member must be present at the time of voting, to be set by LEC.
  7. Each nominee under age of eighteen (18) must certify that he has approval of his Scoutmaster of his running for Lodge Office.
  8. Eligibility for election and holding office
    1. To be eligible for nomination and election as an officer of the Lodge a nominee must be:
      1. A current Youth member of the Lodge (under 21 years of age).
      2. A Youth member during the entire term of office to which he is elected and Approved by the Lodge Adviser, and the Staff Adviser.
      3. Must be a paid Lodge member and registered in a traditional valid unit
    2. Candidates for Lodge Chief must have been active for at least two years, dedicated to this  Lodge, have served in a Lodge position prior to running for office of Lodge Chief.
    3. If the Lodge Chief's office is vacated at any time, the Vice-Chief of Administration shall assume the office.
    4. The election of the Lodges officers will be held at the meeting of general membership at the Spring Fellowship.
    5. Special elections to fill vacancies of any of the elected offices will be determined by the Lodge Chief.
  9. The procedure for conducting elections shall be as follows:
    1. The names of the candidates for elections shall be listed for view by the voting members.
    2. Each candidate may make a brief speech describing their scouting background and why they should be considered for the office.
    3. Voting will be done by secret ballot by active membership under 21 years of age.
    4. An election for an office is by simple majority of the voting members present.
  10. If a candidate is not elected for a higher position, they may run for any of the lower offices.

Section IX - Finances and dues

  1. The dues of Kishkakon Lodge shall be collected for every chartered member of the Lodge by the beginning of every year in order to pay the cost of mailings, dues cards, membership card fees, and any other financial responsibilities of the Lodge.
  2. The cost of the dues will be $8.00.  Members paying their dues past the deadline of December 31 of each calendar year for the next calendar year will also pay a late fee of $2.00.  Lapsed members who are one or more years in arrears will pay a reinstatement fee of $8.00.
  3. All Order of the Arrow funds shall be handled through the council service center and go through all normal council accounting procedures.

Section X - Election to membership

  1. The requirements for membership in this lodge are as stated in the current printing of the Order of the Arrow Handbook and the Order of the Arrow Guide for Officers and Advisors.
  2. The procedure for the Ordeal shall be as stated in the current printing of the Order of the Arrow Handbook and the Guide to Inductions.

Section XI - Brotherhood Membership

  1. Completion of Brotherhood membership shall be in accordance with the requirements in the current printing of the Order of the Arrow Handbook and the Order of the Arrow Guide for Officers and Advisors.

Section XII - The Vigil Honor

  1. Attainment of the Vigil Honor shall be in accordance with the requirements in the current printing of the Order of the Arrow Handbook and the Order of the Arrow Guide for Officers and Advisors.
  2. The Lodge Chief will designate a Youth member holding the Vigil Honor to chair the Vigil Honor Selection Committee.  The Lodge Advisor will designate an Adult member holding the Vigil Honor to assist the Youth as an Advisor.
  3. The Vigil committee will have the result of the selection process by April 15th of the year in time to have the candidates approved by National in time to be called out at summer camp.
  4. The Vigil committee will also be in charge of preparing and running of the Vigil Weekend.
  5. The committee will be made up of a combination of youth not eligible for the Vigil Honor.  This will include Brotherhood and Ordeal members.

Section XIII - Procedures of Amendmending the Bylaws

  1. The Kishkakon Lodge Bylaws may be amended by completing the following:
    1. The amendment shall be proposed to the LEC by any voting member thereof.
    2. It shall be approved by a simple majority of the LEC present.
    3. It shall be published in the Lodge's newsletter prior to being voted on by the Lodge.
    4. The Lodge shall approve the Amendment by simple majority of those present at any regular or special meeting of this lodge.

Section XIV - Procedures for Removal of Elected Officers

  1. The Lodge Executive Committee, after written notice, may vote to remove an Elected Officer if they deem necessary.  An explanation of the reason for removal must be presented at a Lodge Executive Committee meeting.  The officer is then given a chance to respond.  After discussion, a vote may be taken.  Removal requires two-thirds (2/3) vote of the Lodge Executive Committee present and approval by the Lodge Advisor, Staff Advisor and Scout Executive. (Every effort to have the entire Lodge Executive Committee will be made before vote.)
  2. A vacant position on the LEC must be filled by a person who meets the requirements specified for nomination, election, or appointment to the position.
  3. The unexpired term of the vacant lodge office other than that of Lodge Chief or either Vice Chief may be filled by a person appointed by the Lodge Chief in consultation with the Lodge Advisor.
